Google, Meta, LinkedIn and programmatic. Scored on attribution that survives 2026 measurement, creative capability, and whether they are deep or merely broad.
38 evaluated, of which we would put 35 in front of a client and cut 3.
Creative is the lever now, not bidding
Platform algorithms have absorbed most of what used to be manual optimisation, which means the difference between accounts is increasingly what gets uploaded rather than how it is bid. Ask how much creative an agency ships per month and who makes it. An agency that hands creative back to you or recycles stock templates is competing on a lever that stopped moving.
Platform-reported ROAS is not measurement
In-platform numbers are self-reported by the party selling the media and have degraded badly with privacy changes. Agencies relying on them as the primary measure score near the bottom of this rubric. What earns a high score is server-side tracking, incrementality testing, media-mix modelling, or a warehouse-backed view — anything that answers what the spend actually caused rather than what the platform claimed.
Depth beats breadth, and breadth is the tell
An agency claiming Google, Meta, LinkedIn, TikTok, programmatic, CTV and Reddit is describing a sales page, not a capability. The best operators are deep on two or three named channels. If their deep channels are not your channels, that is a mismatch no amount of enthusiasm fixes.
CUT: a broad local-marketing bundle with recurring client allegations about cancellation, billing, delivery, and reporting—not a clean paid-media specialist bet.
Recurring client allegations about cancellation and billing
A well-reviewed small-business SOCIAL agency with a paid-media side line - Clutch puts advertising and PPC at about a fifth of its work - priced openly and cheaply, but explicitly industry-agnostic and publishing nothing about attribution beyond a pixel and Google Analytics.
Explicitly industry-agnostic: 'no matter what industry your business operates in'
No attribution vocabulary anywhere on 15 pages read first-hand - a measured absence
Paid media is roughly a fifth of the business; Clutch shows 70% social
Pricing tier cards render no price and route to 'GET A QUOTE'
Cut: a white-label PPC reseller with rigid budget-based pricing and no customization, aggressive inside-sales cold-calling, and a split reputation (Trustpilot 5.0 vs Yelp 2.5, only 3 Clutch reviews). Template-driven, not a tailored specialist.
White-label/template model
Rigid budget-based pricing, no customization
Aggressive inside-sales tactics
Split reputation, thin direct reviews
How this page is built: every vendor here is scored against the published paid_ads rubric — the one written for what this category actually sells, not a general agency rubric. Several of these records were first filed elsewhere and scored against a rubric they were not competing in; where that happened, the record carries a rescored_from field showing the previous verdict and score, so the change is auditable rather than silent.
