Ask what infrastructure they use, whether they send from your primary domain or from separate purchased ones, and what happens to those domains when the engagement ends. An agency with no answer here can cost you far more than its fee.

What matters is the qualification standard behind it, the show rate, and whether the number was ever verified by anyone but the agency. Ask to meet the person who will actually write, not the person pitching. Then establish who owns the lists, the domains and the sending accounts when you leave — silence on ownership generally means you leave with nothing.
